Need Help Improve Game - Topic

So I installed HOTS to try it out, as I like the Diablo series and I would like to play with the characters, however my computer is not that optimal for video games (yeah, I know buy a new one).
I have played LOL in this computer as well and it works fine, with lags here and there.
When I play HOTS, its like I'm playing in slow motion and is annoying as hell. The game looks fun, but I cant play like this.
I have set all my graphics to low, is there anything I can do?

Are the requirements for this game that much higher from LOL that I cant play this game without lagging? (not sure if lagging, as I it does not freeze, but just moves in slow motion)
Any help will be appreciated. Thanks.

What graphics card?

I run full screen
Vertical sync enabled
all settings on low and the following are off:

reflections,physics,indirect shawdows.

I have a gtx 980 and I still prefer settings all the way down because even with this beast of a computer I still had like input lag so it seems.

IDK!

More info about your system and what all programs are running would help.

Pressing ctrl alt F and keeping an eye on FPS and your ping would be wise as well

syncs your frame rates to some portion/fraction of your monitor's refresh rate
