First off, I actually have more accounts named perseverance than just the two you mentioned....and yeah, my highest MMR account is a Perseverance one..so sorry to burst your bubble big boy but there were no "bought accounts".

Secondly, I have a couple accounts that don't have the name Perseverance on them....one hasn't played any HL yet, the other is around 3600 MMR...which is not my highest.

Lastly, GO AHEAD and submit a ticket. Submit 5 tickets. Nobody cares. Feel free to explain how you are going to convince a blizzard support staff that some guy posting on some random internet forums is actually the battle.net account user "Perseverance#xxxx". There is no way to prove it so they will commit no action. I could just as easily say HEY BLIZZARD I AM C9FAN AND I BOOST PEOPLE'S ACCOUNTS FOR MONEY. PLEASE BAN C9FAN DERP DERP DERP.
