Blizz takes only action when you are reported many times, that's how they differenciate between toxic player and somebody blowing off steam once.

I added somebody for fun who is ranting and insulting in every game. His stats look like Played 5 games *tempban 2 days* Played 5 games *tempban 3 days*.
While he is in B.net playing other games he tells me he has been tempbanned again because of noobs ;D

As a matter of fact the game is filled with kids reporting everything the higher your rank is. They report a rank 10 if he is in a HL group of ranks 1 because of rank.

You are not immune you are rather in the ranks or mm where people don't care.
In high ranks you have 2 possibilities. Either the game is quiet or everybody insults each other.
