you can use a P Ame and ral to sock it by yourself. with luck it will have 4 s

You need an ilvl 21+ area to find a war scepter and an ilvl 26+ war scepter to socket it with cube recipe.
Highest ilvl area in act 2 is 17.
In my opinion gambling only gives rares and magic items which limits the sockets to max 2.
So the answer is no.

I found a war scepter in A1 catacombs, don't think I ever got one from that area in old D2 LOD
