The ilvl for a reflex bow is 27. The mlvl for tombs is only 17. It would probably be pretty rare to get one that's white or 2os and vendor items are capped at ilvl 20 in Normal Act 2 so you wouldn't find one from Vendors, (unless gambling but that won't give you a white 2os)
Although, someone did get a Tal Rasha Ammy drop which is ilvl 26 so who knows. Good luck either way!
