All items from the same set have the same qlvl. All Tal Rasha's items have qlvl 26. Tal's armor is a lacquered plate in TC84, so many monsters cannot drop it, but Tal's amulet, like all amulets, is just in a miscellaneous TC that can be dropped by ilvl 1 monsters. Tal's amulet, of qlvl 26 can be dropped by monsters with mlvl as low as 26. I believe the council members are mlvl 28, duriel is 22. Where did you find the 26?
