Not too familiar with techno, but I've heard the big party's here are good. That is, if you can stand the music.
Almost anything here in NL is 2 hours from Amsterdam, 'cause that's how small NL is. For someone from abroad to live here, I would advise trying to live in a reasonable large city: Amsterdam, Rotterdam, The Hague, Utrecht, Breda, Den Bosch, Groningen etc. Just look on the map. I like Amsterdam and the Hague a lot, because I have the feeling that those are the places to be. Rotterdam people tend to think differently.

Just find a squat, and live there with some people.
You dont pay rent, just the bills for power, gas & water.
And those bills you split with the people you live with.
I lived before with people that came from france, germany and even 1 from canada.
Squatting is the way to go for you i guess, its hella cheap.
where can i find these places? do i just ask around or something

considering youre a foreigner you might want to live in a place where theres enough people speaking english
i.e. a place with tourists
i.e. amsterdam
im learning dutch before i go. so the language barrier wont be to hard for me
