Annoying and just not practical,

lets assume i see 10 topic titles that are all invalid / against the rules,

shall i save them all and wait an unknown amount of time to report the other 7? (can report 3 in a row if im not mistaken)

I understand your point and have been there aswell, however it was added for a reason and that is to avoid abusal and therefor it seems essential to not overload the report queue which moderators have to work off.

I understand that point, but a quality browsing experience of the site heavly relies on the act of being able to report. If for whatever reason, this ability gets shrinked, it will decrease the quality or in other words, less ppl will be willing to report function due to that limitation as it makes no sense.
its like jsp is saying "help to keep this site a better place, but not too much please, stick to the limitations"

This is a better approach, as it won't degrade the overall amount of ppl reporting by that much as the current limitation does.
I'm sure that in numbers/statistivcs the overall reported amount of posts has shrinked by at least 50% with that current state of the function, which won't help maintaining the sites quality as good as before we "suffered" that limitation.

The way is not to decrease the amount that feature can be used, the only good decision would be to increase manpower rather than finding a way to have a method that decreases incoming workload at all.
