It isn't enough to block the notification/toast. Blocked users should lose the ability to @ mention users. Would love a check on "add reply" that disallows ^ mentioning if a user is not blocked. Similar check to delivery of a PM.
I'd say add a poll but the trolls love to bug people that blocked them, and would vote no.
