couple of things

1: most of those guilds where created ages ago, and a large chunk are probably defunct

2: like it or not, streaming and discord exist. and most "communities" use them. by lowering or even removing the cost of making a guild. you can at least potential keep people on this site that want to form smaller "communities" and they can use the guilds instead of seeking outside options.

ideally i would like to see no cost. or at least significantly reduced cost to make a guild

You don't really provide any reason why, neither did you add a poll.
Not that it makes any difference as they won't do it anyway.

Lowering the cost would make others want a refund as well.
Also being a "leader" in a guild that has no cost means nothing, you like it or not.

there is guilds for sale that are already made for much cheaper then directly through the site.
lowering the cost of guilds just will make more dead guilds
