Here is how I got it working:

Step 1: goto brave://settings/privacy (copy paste this into your URL bar) or you can view the settings under the privacy tab

Step 2: Enable "Use Google services for push messaging"

Step 3: Click the "Relaunch" button

Step 4: Make sure you have d2jsp not blocked for notifications. goto brave://settings/content/notifications (copy paste this into your URL bar) or you can view the settings / content / notification page. You will need to make sure d2jsp is added as an allowed site. Click the add button and paste in "https://forums.d2jsp.org:443". See the second screen shot below for how it should look.

Step 5: Enable notifications for d2jsp by going here: https://forums.d2jsp.org/settings.php?c=35
