I suggest this restriction be altered in the following ways:

• Report restrictions only apply when made in the same sub-forum more than three times. (It's up to the staff members to notice the rest)
  
• Remove or decrease the report function restriction if reports are made in separate forums.
  

note* I may be underestimating the sheer volume of reports from all members.
