now that anyone can offer services including on account leveling services (d2 ofc) why not allow people to sell accounts?

it seems odd that I can go onto an account and level their character for them, but cant just sell them an account with a character already leveled?

being as these are usually bought to save time (and timeframe seems to play an important role in pricing) it would be great to be able to just post what you have already leveled and let people get them without the delay.
