When they are labeled a scammer they have a choice.
They can remain scammwr tagged or they can do the right thing and repay their scams and make things right.
The latter is the only way they are eligible to have the tag removed.
This is not mandatory, like jail is for certain violations of the law.
They make the choice to do the right thing and repay their scams.
Going through the process and making the choice to repay gives them another chance to enjoy the site as a normal member, a chance that I believe should not be hindered by forever labeling them as a scammer, especially since there are those times when the scammer at the time made a mistake and has learned from that mistake.

It's not always what it seems and in the scenario it would impact someone who was also a victim in a negative way when they should not be.
