Do you mean to increase the amount of Forum Gold given for $10? I highly doubt because by increasing it, njaguar would be devaluating forum gold, which means, in the case of Diablo II, a possible increase in items which could lead a breaking market.

I am not 100% sure because I cant tell the future, almost 99.9% sure this will never be changed, its been the same for the 12 years I have been here already, why change something that doesn't need to be fixed.

I suppose bad purchase ratio of Forum Gold from site is primarily because it was never supposed to be main source for it. You are supposed to trade it for your stuff. If you can think just a bit, you will see that it is much more beneficial to trade rather than buy from site.

I hope they will not change it.

Decreasing price will just inflate the market and prices will increase relative to the price change.
The current price is fine, I buy often just to support the community.
