There are a lot of people insulting others via pm.
Just that someone is bm'ing, insulting and harassing others by pm and others can't see that, doesn't mean that they should not get a penalty for it.

I know it would need more capacities to work on PM reports, but I think it's worth, otherwise u can actually also take away the topic reporting reasons of "harassment/spam/etc", since the people just do it via pm anyways.

I had lots of encounters with pm insults for totally unnecessary reasons already and I think the forum should do something about it in order to keep it a positive environment.

You can simply block that user and prevent from getting harassed or insulted.

Yes, I can. But that will not lead to any change in his behaviour, which should be considered desirable.

Its kinda simple imo.
If someone pm you and harassing you or insulting you, just block him.
If he doing that publicly, report it and move on, if its going out of hand, pm to the proper staff member who led the subforum that violation happened.
