Should the battle floor or some kind of room where people can let off anger at each other be brought back?
I just feel a flame room would be healthy too let off steam but if anything it should be set so that posts in there don't count on your post count.

There is a differents between flaming and just spamming a flame fourm.

It should be set at the same post of every 30 seconds. ect.

You should be able to have an adult conversation on this forum without getting suspended, so long as both people are cool with it.

Adult men often insult each other on friendly terms, and if neither party complains (ie: hits "report post") about flaming, then no one else should care.
