This is just a simple suggestion for a simple equation.

Jsp users+ 08 items= account for probably more than half of all scams.

So not allowing the sale of these items like it used to be would thus result in a drastic decrease in scamming. Am I wrong?

Just from a pure scam point of view I think this is a bad idea. If this happened it wouldn't stop people from wanting them and getting them in game only would result in so many more scams/unperm as perm incidents.

People not doing Due Dilligence before buying the items is the real issue not the items in general.
