Well this is the way I see it:

A good Site Suggestion should contain the following things:
- A precise Topic Title + Topic Description which show what you're suggesting.
- A precise and clear explanation about your suggestion. -> not mandatory
- Good arguments on why this Site Suggestion should be implemented. -> not mandatory
- Explanatory pictures/screenshots showing this suggestion implemented on these Forums. -> not mandatory
You can be as vague as you want, without the use of any arguments or a poll, and pictures are not a must for a lot of things
However your layout won't be as good or "efficient" as it would be if you do include all of those things
If you don't use a poll, you won't have a visual representation of what people voted for, you'd just have a myriad of posts
If you posted something vague and then later thought of adding more details, they will most likely not be seen by a lot of people as most people do not read through posts, only relying on the first post
So no, its not mandatory, but it would be better and considered a "good" suggestion if you have all of that in your post
