This feature will allow people to rate the thread of a service. For example, I would post a rushing service for Diablo II,
If the person receiving my services or generally likes my services, they can rate my thread, giving overall
good or bad rating, thus getting good rep with that thread and your service.

I think it's a cool idea but can easily be abused. The quality of your service can be spread throughout the community by word of mouth and/or by the amount of people who use your service.

What prevents people from either giving bad ratings for fun, or getting their friends spam 5-star ratings without even using the service.

It just doesn't work.
