Allright so basically most of the people that follow the rules etc knows that theres ALOT of people that go around with a signature that is either more then 400x150 in size, or over 70kb, which is against the rules!
My suggestion would be that, when you update your signature and its violating the rules, it would nicely say something like this:

It's a poor example, something I just made fast, but you get the drill of what I'm trying to show.
This would be for ALL members, even if its a new member who is about to use a signature for the first time, even if its a other dude that wanted to update his signature for the 37th time for example...
Basically this would cut down massivly on the signature violations, witch is pretty obvious and good.
Under the picture that I provided, the rules can appear to the user that tried to use a signature that violated the rules, if that makes sense.
So if you try to use a signature that violates the rules, it automatically gives you this message, if the signature meats the measurments and kb size however, it would let them update their signature without any further problems.
All in all a pretty simple suggestion I would say, I hope people agree with me and I really hope to see this being implemented.
