If the owners quit or are banned guild ownership should be transferred to the highest ranking remaining member after 3 months has passed.
There is some guilds have been hanging in limbo now for years.

If the locked/banned person is long gone, couldn't whoever wanted the guild take care of all the process fees?
Since the owner had lost the privilege to it, any current member of the guild who wanted to success it should be given the option (imo) just aslong as fees aren't ignored.
That's of course if they really wanted it/ to do it.

Current system means if the owner is banned no one has any rights and the guild is just in limbo forever.
Allow the highest ranking member in good standing to pay the transfer fee if its really needed.
