I think having a subforum under PARD or a forum under it called:

"Debate Corner"

"Intelligent Discussion"

"Philosophical & Religious Discussion"

Or whatever you want the name to be

But the rules have to be:

1) no warning's given in the past 3months

2) Once they click on "Request Access" then the d2jsp staff team can review each application and grant permission/etc.

If they get denied, they cant request until 1-months have passed.

So, why this? So we can clean out the trolls in PARD and GC. the PARD is the new GC sadly.

Plus I think this will bring to piece to not to worry about trolls and whatnot.

No from me. There is no need for making a forum that needs such a system. It would just make more and more work for modteam.
If this kind of a forum would be created, it could be like some other forums where you cannot post with warning.
