I don't really get what you mean, the system already notifies you when you get a message with a small window at the top of the screen

im saying, when youre not at your computer, and you get a pm

the site sends you a text message to your mobile phone saying you got a pm

iirc there was once a suggestion about email notifications for PM that got denied, so I doubt this would be approved
