We should remove users who have been inactive or banned/disabled for more than a specific time period. What that time period is will be entirely up to the leadership here.

They should be removed because they are holding a lot of good account names. For example, I would really like to change my name to "Steel", but unfortunately the account with that name exists and it has seven posts and has been inactive for 900 days. That name is not getting any use from sitting there and I, along with many others, would like to be able to use forgotten account names such as that one.
