Have any of you encountered problems with this rule? In my opinion it is extremely vague and open to a high degree of subjectivity and prevents some legitimate services which do exist on other forums (i.e. battle.net) from operating here even though there is the demand there. Wondering what all of your thoughts are on this?

The rules is made to cover all games, not just Diablo 2 or Diablo 3.
If you have a question about the rules for illegal trade which you do not understand, just pm a trade mod or more help on it.

what exactly is the problem you have? The rule is perfectly fine as is.

What is so vague about the rule? it is pretty specific. If you don't specify what you're trading, it's unclear. This rule is to protect people in trades so they don't get ripped off.
