It's been stated many times in the past that accounts, once created, will never be intentionally deleted (or have their names changed / removed in order to give active users a chance at the name again).
This stance does of course make it inconvenient for the fact that a lot of the ideal user names are taken, however there is a possibility that they may log on to the site in the future. Would it really be fair to take away someones account name just because they decided to take a break from the site? How would you feel if you left the site for a year and upon your return you realize that your name has been removed so another user could have it? Granted, the 02-04 accounts that have been inactive after all these years probably will not return in the future. With that said, there's still that chance that they might. There's still a wide selection of possible names, including many good ones. You just have to look around a little bit harder now

if someone has been gone more than 3-4 years, then they shouldn't care if their account expired
blizzard has the same policy for d2, your account and character expire due to inactivity
