No. This is not an auction site, bids are not enforceable, its forum.
Nobody is saying bids are enforceable - this is simply a tool to help those who bid on hundreds of items at any given time know when they're outbid. People ask to be informed if they're outbid, this assists the sellers in doing so, while helping the buyers keep track.

You would need to have the sellers manually enter a bin and an item name, essentially would need a code for the item.
Then the buyer would have to either choose the code/whatever and bid on it...

This is a really good idea but the work and confusion to do this would be tremendous.
*EDIT* If those screenshots are real and this is already being worked on then retract my opposition and check me down for a yes...but otherwise what you have in that image would be hard to attain

The script for the pop-up already exists, just need to allow for different text to be entered - fg send box.
The script for the disabling would require the most work, but realistically not nearly as much as most think
