at least when you've just created a topic
and then it prevents you from posting in someone elses thread because the wait time is triggered.
Nobody should be punished for making a thread for an item they either want to buy and sell, and then be unable to post fast enough to buy an item that came up for trade from someone else in that person's thread.
Not enough user traffic on this site at this point where potential abuse is going to occur with this.
