A waiting period would be counter-productive to the purpose of the SA, which is to gather evidence and conclude as to the validity of the accusation.
Waiting only negatively impacts this process.
To the second point in that sentence, this is largely speculative. Anyone can scam at anytime. It has nothing to do with FG and everything to do with morals.

While JSP does not moderate Bnet and other platforms, it does not mean behaviors, such as scamming, are condoned.
