unfortunately people are going to argue for one reason or another



what i purpose is this:

users on your block list should not be allowed to post in your topics

1. this will prevent personal vendettas from carrying over onto more than one squabble
2. grudged users will not be able to flame after they have been blocked from inbox AND posts
3. stops bullying
4. literally saves thousands of man hours for staff members and trade mediators from repeat rule breakers
