Deutsch was added to the site at least as early as april 2003 whereas Magyar in March 2007

which means Magyar has about twice as much posts per day and about 0.75 times as much topics per day as Deutsch has

which again, clearly shows how active Magyar is

even if you take into account that a bot forum was removed from Deutsch and that the spam policy of the site got more lenient since 2003 and that the site grew in general, it is remarkable that a 2 years old subforum has an amount of posts that is comparable to several other subforums of the age of 5-6 years (Deutsch, Francais at the least)

and I can tell you that Magyar is a well moderated forum with quite little spam

also, go and check the active users in each forum, you will find that usually only Polska (and sometimes Deutsch) has more users browsing than Magyar

all in all I think Magyar clearly deserves to belong to the higher level forum, whatever aspect of activity (number of topics/posts/users) we look at, Magyar clearly stands out from the "Other languages", with the same or lower spam ratio. There is a huge gap in the activity level of Magyar and that of its "challanger" Italiano

I just don't see the point in general. You can access it as easily as any other Language subforum with just one click.

no subforums can be added unless the forum is on the top level

that's the most important difference bewteen the two locations
