i can honestly say that the diablo 2 section is always full of early bump and spam. if you find people who disobey the rules, get a ton of threads together and report to a tm or just report for the most part and move on.
Alot of people would just ignore it as they already disobey the rules why would they comply with them if a button is made? maybe if the section cleaned up a bit more would this suggestion be alot more useful.
I vote no.
although it would be helpful to rule followers.
