Yes, it is. If you post after yourself, within the early bump time-limit, then it's an early bump regardless of what you're doing - asking questions, adding items to a trade list, etc.

It seems like a good idea at face value, but when you consider the state of the forum in question, it would seem more pertinent to a "clean-up effort" if one even got underway. As of now, many price checks happen in the trade forums themselves - potentially as many threads requesting price checks are made in the trade forums as in the Price Check forum itself, and more replies are garnered in those forums with more viewers.
It would be great to shift all of these threads into the price check forum, and enforce the early bump rule there, while moving higher traffic into the forum so that the community is built up - however, it's not a one-step process, and without a full plan in effect any step taken out of context will be next to futile.

There are an exorbitant amount of early bump posts in the trade forums themselves, sparing moderator time to deal with similar issues in a backwater forum would cause the trading forums to suffer.
