I think it could be a good idea, but only with a lot of careful consideration.

Users should not be able to withdraw funds for each other. However it would be great to use on guild purchases, such as guild vault, member slots, or even vault rental for another member to make it more interactive for that user.

Maybe allow a certain percentage to be taken back out as donations or loans to other members, however there must be some way to protect the funds from being abused.

Well the big thing here is you join a guild that has a guild leader. If members of such guild don't trust there guild leader than they can choose not to send funds into the guild bank. Only the guild leader can control the funds. That's the it should be and should technically be scam free this way. Now, if your in a guild
with a leader who is a scamming loser than I suppose you defenately chose the wrong guild to join right?
