Paid Search gets used for a variety of things and not just finding something.

IE When someone talks to me about another user and they want to have a conversation about it I might tell them to go do a Paid Search first then catch up with me.

The Mods guide is trying to help and be useful. Probably because there were times when users could not find what they were searching for. Nothing wrong with that just like there is nothing wrong with you making a site suggestion you feel is useful here.

Change date to whenever is relevant to your search.

I've often reached the limits to find old posts / threads of mine with the current available features.
So anything to improve the search function which makes a little bit of sense got my yes.
Including your site suggestion.

Yes.

Something tells me that this and other search related features are already in the backlog, and just needs to be prioritized.

This user search function is broken when using the "Oldest Posts" option. It does not capture the oldest posts. For example, if I search my posts for BnP starting with the oldest, it shows the first one as 2016, when it should show all the way back to 2010.

Yes, but if you search by oldest first then you should be getting the 500 oldest posts, which isn't what is happening.
