Even if there's no cost to jsp, there would be a cost to the user receiving the message.
This could be abused if someone tries to recover your account.
Most people with a phone don't have the issue of having to pay for a text message.
Imo heres how it should work:
Forget your pass, use the text-to-mobile-decive option, get code, input code, dd
if you need to change your number, have some kinda of email verification set up.
Not sure why all the hate, its a good idea, don't see much in the problem of it.
