For those who do not know what Moneygram is:
Moneygram is an international system that allows money transfers from Person A in country A' to person B in country B'. Person A shows up to a Moneygram counter (Here is Canada, Canada Post offers this service), enter in the system by giving their name, address & phone number, then enter the Person A gives the clerk the country & the name of the person whom they wish to send to, pay the clerk and you're done. The said clerk gives Person A a receipt with a Reference # on it. Person A contacts person B and gives him the Reference #. Person B shows up to a Moneygram counter in their country and the clerk over there will give the person a cheque or cash, depending on the amount.

gift cards, I'm not totally for the idea (AKA no), due to the fact that there ARE easy alternatives (there are VISA or MASTERCARD cards which you can buy and fill with money for a small fee ($3 or so) at a place like walmart or w/e (Canada Post offers this service in Canada once again), which I think is possible to use as a credit card to buy from Paul.

I am aware of these cards, but whenever I have tried to use them in the past, they do not work on paypal for some reason.
