I think making the picture and youtube click-able links unavailable for users under 15 posts would be a good idea. (In posts, sigs, ect.)
This could also be used on members who have lost rights due to warn, ect.
Would avoid a lot of confusion.

If possible they could be greyed out, maybe even a tool tip explaining why, if this is possible.

Perhaps if a new user with less than 15 posts clicks it, a little message box could show up and say "You need 15+ posts before you can use this feature"

Same with someone with a high warning level "You need to reduce your warning level to 40% or less before you can use this feature" etc.
