I don't think it's the site's responsibility to teach people common sense about this though.
First, don't use a second rate service provider.
Second, don't leave items on the account.
Third, change the PW when it's done.
Anyone not doing these things already is probably beyond the point of being helped by the site having a help page for it.

The goal should always be to prevent a scam
Not to lock some1 after the fact
We all know that locking some1 never guarantees you'll get back what was lost
