First of all, what happeneds if someone hits all 3, and in the same lottery someone hits 2? will the person who hits 2 get his fg first or will he not get anything in this case?

Secondly, Will these 2 # lottery winners get their names in the lottery winners list? i think they should

First one:
First, it finds partial matches. It gives EACH person that partially matches 2.5% of the pot. This is NOT split. So, if somehow 10 people got it in one go, it would take out 25% of the pot to divy to those people. Next it takes the rest and gives it to whoever won the jackpot.
