First one:
First,
it finds partial matches. It gives EACH person that partially matches
2.5% of the pot. This is NOT split. So, if somehow 10 people got it in
one go, it would take out 25% of the pot to divy to those people. Next
it takes the rest and gives it to whoever won the jackpot.
Second: yes.
So, if 40 users match 2 numbers, and someone matches all 3... then the winner gets nothing.
I realize the likelihood of this happening is low, but it is possible. Just something to think about...
