This I cannot agree upon. Why do they have the Site Suggestions forum still up then? Its 16 years old

You honestly think you're the first one to come up with a rating system? If it was a good idea, it would have been added a long time ago.

Sorry but i dont like this idea.

We already have a rating System and its fine as it is. There are Scammers, Trusted,Mediators and Non Rated, thats rating enough

If your suggestion would be implemented it would for sure be abused. People with lots of friends would get good vote/rates from them and wouldn't be a justly/trustworthy system to rely on.
If people are afraid of doing trade with other users there is always safe to use the mediators
