It could just be put in your guilds Charter or Description. Making a seperate page just to say welcome to so and so or "where looking for..." doesn't really need to be added. Its a No for me

guid charter / descrpition introduce the guild, it's for non-member
guild message is only for member and aim to give a message to every players

not the same at all

If you want something like that you could put it in a Guild Topic (Private if you want only memebers to see it) or you can simply PM the user(s) the information if you don't want to put it in the charter or description. Anyways good luck with the suggestion.

but this woud be much more convenient imo
and pm'ing 70+ users is really boring
