You cannot withdraw more than you have deposited

any user except the owner can withdraw 90% or less of the fg he has sent to the guild forum bank..limited time only.
Reason : let's say u send 1st day 50 fg or more to enter guild.After a couple of months u decide to take back the 50 fg or more that u have deposited there for various reason...which is obviously stupid.
About paying to Paul for this : it's enough to get a tax when u create the guild, not to pay a % of each transaction to Paul, which would cause alot of small fg adds to him, making it harder to see his own gold logs when searching for an exact transaction.
And when ownership CAN change, the new guild leader has to pay 25-50% of what cost to create the bank itself, which would also mean clearing up the guild forum gold log.
I personally am guildless, but i care for those with guilds.
I think the way Nick laid it out is that only the guild owner and those the guild owner designates can withdraw fg from the guild bank.
edit: as for the other stuff you said. I think the consensus has been to have it be a one time fee to get the guild bank (like purchasing a charter).
As for selling the guild, I think the consensus has been that the members who donate have decided to trust their guild leader with the fg, so they should be able to handle things properly upon leaving.
