00 - 10% warn = 5 report / hour
20 - 30% warn = 4 report / hour
40 - 50% warn = 3 report / hour

lesser warn = more report / hour

idk if report at much warn disabled

How is the report of someone with 90% warn less applicable than someone with 10% warn?

You don't want warned people to be able to report porn ?

lets introduce a system where if a user gets reported 5 times / hour ne is suspended for an hour.

This would rid us of Tsumo
