To me it sounds like you want people to contribute to a fund only you and other people you know IRL have access too. I don't see how that is fair of you to ask when others contributing their own forum gold don't know you in real life. As for the responsibility of the owner, the solution I offered you enables you to build something and then step away from it. This means you wouldn't have to be the person holding onto forum gold and paying people out in tournaments and more. If you wanted to hand that responsibility off to someone else or wanted full control of it yourself you better expect to make every decision correctly and in the best interest of everyone.
If we break this down to a simple click for a Guild Bank then I encourage you to give full examples of how this can and cannot work in comparison to peoples posts or ideas. Maybe a Guild Bank could happen but the current suggestion you posted seems incomplete. Plus it is only viable to a very small amount of users ( based off your example of using only in real life people for access to the Guild Bank. )
