Oh, I just thought it was some kind of gift wrap thingy, like there is in Team Fortress 2

It's basically you wrap in an item and send it to someone, not a game

Not quite sure :o

Anyway, if it is like you say, then it should indeed be illegal too

Yes, but they are not.
Because we allow users to sell the CS:GO case keys, DOTA 2 Case keys etc.
These are also bought through the market.
