Not only that, but even if they did it would take more time to do. Having no comments seems fine to me. Otherwise people would just flame all the time in their reports. Nobody likes to read a lot of negativity.

I like this idea, because if its something very immediate like a link to a virus, etc. Its easier for it to enter a queue of reports for all moderators to see rather than PMing one who might have possibly gone afk and be unable to do anything about it for minutes-hours.

I've had that issue a lot, is PMing one who went afk, which is understandable, they don't have to be on 24/7, but if you could put it in the que for reporting a thread, that means when someone checks it they aren't afk, and know the whole story.
