I would vote yes but here is the thing..

Think about how many cases there would arising if this was a lockable offense, and I bet 90% of them out be really bad cases like ex) Guild Leader didn't give me xfer when I asked so he needs to be locked because I pay 50fg !!.

The thing is, people need to do extensive research into the guild they are joining before they go around handing out their forum gold.

As simple as that, so although I understand one side of it this really wouldn't be a good addition to the website I feel :(

There's a case stated in the first post for a reason. :)
I'm pretty sure the mediators would be able to sort out which are the frauds and which are not.

Imo it's like betting, it's at your own risk. Paul has not assigned any fees or recommended fees for joining guilds. In the best case scenario, you only invite friends to your guild and ask for no admission fee.
Voted no.
E: And a huge waste of mediator resources. If this ever happened, it might lead to even more mediators, and tbh I think there are already enough mediators.

Guilds on jsp aren't always friends only, so I fail to see how limiting that would help.
Normally, I'd agree with the "at risk" part, but in the case we're referencing, the guild leader is using an altered version of a ponzi scheme to scam entry fees. Having been personally affected by it, I can safely say that he's promising returns on the entry fee, yet none is given (aside from the usual 50 that most guilds charge for the purchase/cost of using a member slot). The forum gold in turn is being used to purchase donor forum items or ls gear. It just seems unfair to me that people can take advantage of others like this for personal gain. In any normal situation, the fees would be "at risk" purchases/investments, but when the leader is using them in the fashion he is, I think it falls under scamming.

If he promised you something of material value, such as a sig, that should definitely be lockable. however, things like promising you services, that would be hard to prove, and spamming is his choice and he will face the consequences of that(hopefully).

In the case we are referencing, signatures were promised.
Agreed, services are hard to prove one way or the other.
