I have not read the complete topic, so don't blame me if this has already been said:

Impatient users would take advantage of categorized messages and just send their PMs as (example) "Urgent Message/Help Needed Fast" instead of "Friendly Message".

Possible on one hand.
But on the other hand if you were to abuse a moderators pm box, do you think you wouldnt get a warn?
i think that would be enough to keep many from not abusing such a system.
